IAM for AI Agents: Why Your Identity Program Isn't Ready

AI agents are multiplying inside enterprise environments faster than identity governance programs can track them. They are being deployed by developers, operations teams, and business analysts — often without security involvement, without formal registration, and without the kind of access scoping discipline that any human identity would require. The service accounts they run under accumulate permissions. The credentials they use do not rotate. The ownership of those identities is tied to whoever built the agent, and when that person moves on, the agent keeps running with nobody accountable for what it can access or what it is doing.

This is not a theoretical future risk. It is the current state in most organizations that have started adopting AI automation in any meaningful way. And it represents a significant gap in the IAM frameworks most security programs are built around — because those frameworks were designed for human identities, and AI agents are something fundamentally different.

Understanding where traditional IAM breaks down, and what needs to change, is one of the most important identity security challenges a CISO needs to be working on right now.

Why Traditional IAM Frameworks Were Not Built for This

Identity and access management has always been fundamentally about people. Even when we extended it to service accounts and application identities, the underlying assumption was that a human being made the decision to create the identity, a human being owned it, and a human being was accountable if something went wrong with it. The processes — provisioning, access reviews, deprovisioning, credential rotation — all flow from that assumption.

AI agents break every part of that model.

An AI agent is not a human user and it is not a traditional application. It is an autonomous entity that makes decisions, chains actions across multiple systems, and adapts its behavior based on what it encounters. It can be provisioned by a developer in an afternoon, integrated into a dozen systems before the end of the week, and running in production for months before anyone outside the team that built it knows it exists. The identity it operates under may have been created informally, scoped generously, and documented minimally — because the team’s priority was getting the agent working, not getting its identity governance right.

Multiply that pattern across every team in your organization that is experimenting with AI automation, and you have a serious problem. Not a single dramatic attack scenario — the quiet, invisible accumulation of unmanaged agent identities operating with unchecked permissions across your environment. That is the actual risk exposure most organizations are walking into right now.

Identity Registration: Nobody Is Keeping a List

When a new human employee joins an organization, there is a defined process. HR triggers provisioning, IT creates the account, the manager approves access, and a record exists in your identity governance platform. Imperfect in many organizations, but there is at least a framework.

When a developer deploys a new AI agent, there is often nothing. No registration process. No approval workflow. No entry in any system of record. The agent gets a service account or an API key because it needs one to function, and that credential goes into a config file or a secrets manager with a label like “agent-prod-v2.” Two months later, when you ask who owns it, the answer is silence.

The registration gap is foundational. You cannot govern identities you cannot find, you cannot audit access for identities you did not know existed, and you cannot enforce least privilege on agents whose purpose nobody documented. The first problem of IAM for AI agents is that most organizations have no registration process for them at all.

What you actually need is an agent registry: a centralized, maintained inventory of every AI agent in your environment, including what it does, who built it, who owns it now, what systems it can access, what credentials it uses, when it was last reviewed, and what its expected behavioral baseline looks like. It does not have to start as a sophisticated system. A well-maintained spreadsheet with defined fields and a clear owner is better than no registry. The discipline of maintaining it is what matters.

Governance: The Joiner-Mover-Leaver Problem Has a New Dimension

The joiner-mover-leaver framework is the backbone of human identity governance. Someone joins, you provision access. They move to a new role, you adjust access. They leave, you deprovision everything. Three lifecycle events, each with defined processes and accountability.

AI agents have a lifecycle too — but it maps poorly to the human framework, and most organizations have not thought through the differences.

When an agent is first deployed, the “joiner” process should cover more than just creating a service account. It should include documenting the agent’s purpose, defining its access scope based on what it actually needs rather than what is convenient to grant, establishing who owns it, and registering it in your inventory. Most organizations skip all of this and go straight to making the agent functional.

Agents “move” when they are updated — when new capabilities are added, when integrations change, or when the workflow the agent supports is modified. Each of those changes may alter what the agent needs to access, which means its permissions should be reviewed at the same time. They almost never are. What typically happens is that permissions accumulate over time as the agent is extended, with nobody ever removing access that is no longer needed.

The “leaver” problem is the most dangerous. When an agent is decommissioned — or when the person who built it leaves the company — there is no automatic trigger to clean up its credentials and access. The service account keeps running. The API keys do not expire. The access nobody revoked stays active indefinitely. This is one of the most persistent agent identity exposure patterns in organizations that have not built an explicit governance process to address it.

Credential Authentication: Long-Lived Secrets in an Autonomous World

Credential security for human identities has moved steadily toward shorter-lived, harder-to-steal authentication factors. Phishing-resistant MFA, short-lived session tokens, passwordless authentication — the direction of travel is clear. You authenticate strongly at the start, the session is bounded in time and context, and long-lived static passwords are increasingly the exception rather than the rule.

Credential security for AI agents is, in most organizations, several years behind that curve. Agents typically authenticate using one of a small number of patterns: a service account password that was set once and never rotated, an API key that was generated at deployment and has no expiration, or an OAuth client credential scoped as broadly as seemed reasonable at configuration time.

Long-lived credentials are a problem for all non-human identities. For AI agents specifically, they are a compounded problem. A compromised long-lived API key used by a human can be detected through behavioral anomaly because humans have patterns — they work certain hours, access certain systems, produce certain data volumes. A compromised credential used by an AI agent is harder to detect because agents already operate in automated, non-human patterns. Behavioral baselines for agents are harder to establish and harder to monitor, which means the absence of anomaly detection for agent behavior is one of the most significant gaps in most identity security programs right now.

The credential direction of travel for AI agents needs to follow the same trajectory as human authentication: shorter-lived tokens, workload identity federation where the underlying infrastructure validates the agent rather than a shared secret, and mutual authentication where possible. Short-lived credentials that rotate automatically mean a compromised key has a limited window of usefulness — a meaningful reduction in blast radius even when other controls fail.

What Least Privilege Actually Looks Like for an Autonomous Entity

Least privilege is one of the most well-understood principles in access management and one of the least-well-applied ones. For humans, the struggle is usually organizational: access accumulates because removing it creates friction, and nobody wants to be responsible for breaking something by tightening permissions. For AI agents, the struggle is both organizational and architectural.

Architecturally, AI agents present a different least-privilege challenge than service accounts do. A traditional service account does a defined set of things and those things do not change without a code deployment. You can enumerate its access requirements with reasonable completeness and scope it accordingly. An AI agent’s behavior is more dynamic — it reasons about what to do, and the tools it might need in pursuit of a goal can be broader than what it typically uses. Scoping agent permissions requires thinking not just about what the agent normally does but about what it could do if prompted, instructed, or manipulated in unexpected ways.

This is where prompt injection risk intersects with the least-privilege conversation. If an agent can be manipulated into taking actions it was not intended to take — by instructions embedded in content it processes — then the question “what can this agent do?” is also the question “what can an attacker do through this agent?” Least privilege for AI agents is therefore not just about limiting normal operation. It is about limiting the damage that adversarial manipulation can cause.

The practical implication is that AI agent permissions should be scoped as narrowly as the use case genuinely allows, with particular attention to high-consequence actions: sending messages, modifying data, making financial transactions, accessing sensitive data stores, or taking any action that is difficult or impossible to reverse. But the underlying principle is the same: establish a baseline of expected behavior, monitor continuously for deviations, and investigate anomalies promptly. In practice for agent identities, this means monitoring the systems and APIs the agent accesses, the data volumes it reads and writes, the frequency and timing of its actions, and whether it is accessing systems or data outside its documented scope.

Anomaly detection for agents requires good telemetry. Agent actions need to generate logs, those logs need to flow into your SIEM or equivalent platform, and you need detection rules or behavioral analytics tuned specifically to agent activity. Most organizations’ detection rules are designed around human behavior patterns. An agent that accesses a database at 3 AM does not trigger the same anomaly signals that a human doing the same thing would, because agents often run on schedules that include off-hours. Detection logic needs to account for what is normal for agents specifically — not what is normal for humans.

Change detection matters here too. When an agent’s behavior changes — when it starts accessing resources it has not accessed before, when its action frequency spikes, when it begins operating outside its documented workflow — that is a signal worth investigating. The change might be entirely legitimate. Or it might indicate that the agent has been modified, compromised, or manipulated. Either way, unexplained behavioral drift in an agent identity is a detection event, not background noise.

Getting the Organization to Treat Agent Identity as a Governance Priority

The challenge with AI agent identity governance from a stakeholder perspective is that it sits at the intersection of two conversations organizations tend to hold separately: AI adoption and security governance. AI adoption is led by business and technology leaders focused on productivity and innovation. Security governance is perceived as a friction point on that adoption. The CISO’s job is to bring those conversations together before an incident forces them together under much worse conditions.

For the board and executive team, the framing that works is accountability and liability. When an AI agent takes a damaging action — exposes sensitive data, corrupts records, sends unauthorized communications, enables a fraud — the question regulators and lawyers will ask is: who was accountable for that agent’s behavior? If the answer is unclear or points to someone who left the company months ago, that is not a defensible position. Agent identity governance is the organizational practice that ensures there is always a current human accountable for every agent operating in your environment. Frame it that way and it stops being an abstract security concept and becomes a board-level accountability question.

For technology and engineering leadership, the conversation is about building AI responsibly at scale. The organizations that move fastest on AI adoption are not the ones with the fewest governance controls — they are the ones whose governance controls are well-designed enough not to slow legitimate development. A lightweight but consistent agent registration and review process gives developers clarity about what is expected of them and gives the organization the oversight it needs. That is a better outcome than either extreme: no governance at all, or governance so heavy that engineers find workarounds.

For legal and compliance teams, the angle is regulatory readiness. AI governance requirements are developing fast across multiple jurisdictions. The EU AI Act is already imposing documentation, risk assessment, and oversight requirements for AI systems in certain categories. Cyber insurance underwriters are beginning to ask questions about AI agent governance in their application processes. Getting agent identity practices in order now positions the organization well for the regulatory environment that is forming.

It is organizationally familiar: we built the thing, we deployed the thing, and we did not build the accountability structure around the thing.
